Case Study on Waste Crime - Prosecuting the Export of UK Solid Waste to Other Countries
In July 2021, Biffa Waste Services Ltd was fined £1.5 million for breaking export law, in what the judge called “reckless, bordering on deliberate.” Biffa’s latest breaches of export law uncovered by the Environment Agency involved rolling contracts to send vast amounts of waste to India and Indonesia. We will hear from Howard McCann, the barrister who handled the case, about this successful prosecution and the international cooperation that made it possible.

CSPro for Computer-Assisted Personal Interviewing (CAPI)
This eLearning course aims to equip students design and implement surveys using, CSPro or Census and Survey Processing System, a leading platform for Computer-Assisted Personal Interviewing (CAPI). CSPro is a free, globally trusted software package developed by the US Census Bureau, primarily for the editing, processing, and dissemination of census and survey data. It has been used by the United States Agency for International Development and the United Nations Children’s Fund for implementing Demographic and Health Survey in over 90 countries and the Multiple Indicator Cluster Survey in over 100 countries, respectively.
Design and Monitoring Framework (Crash Course)
The design and monitoring framework (DMF) is a core tool that the Asian Development Bank (ADB) uses to ensure results-based project design and management. An eLearning course was developed by the Results Management and Aid Effectiveness Division (SPRA) of the Strategy, Policy, and Partnerships Department (SPD) to help ADB personnel improve the quality of the DMFs prepared and encourage its proactive use in project monitoring and evaluation, and reporting. This course features a condensed version of the main DMF eLearning course containing only key takeaways and information to help understand the DMF. Please note that no certificate will be issued after completion.

ADB designs and implements projects using project-level design and monitoring framework (DMF). It is a core tool used by ADB in ensuring a results-based project design and management. This eLearning course was developed by the Strategy, Policy, and Partnerships Department's (SPD), Results Management and Aid Effectiveness Division (SPRA) with the intent to help ADB staff and consultants improve the quality of the DMFs prepared at the initial stages of project processing and encourage the proactive use of the DMF as a key monitoring and evaluation tool throughout the project's implementation until evaluation.

It is a core tool ADB uses to ensure results-based project design and management. This E-Learning course was developed by the Results Management and Aid Effectiveness Division (SPRA) of ADB's Strategy, Policy, and Partnerships Department (SPD) with the intent to encourage the proactive use of the DMF as a critical design, planning, monitoring, and evaluation tool throughout the project cycle. This six-module E-Learning course is for project planners, managers, implementation agency staff, and monitoring and evaluation (M&E) staff, especially from ADB's developing member countries (DMCs) and funding institutions.
e-Learning on Core Labor Standards
Learners of this course will gain an understanding of the Core Labor Standards (CLS) in the context of ADB project financing. Module 1 delves into the Core Labor Standards and ADB’s approach in implementing them, while the succeeding modules focus on each of the four areas specific to the core labor standard. These four CLS are freedom of association and collective bargaining, forced labor, child labor, and discrimination in employment and occupation. Towards the end of this course, learners will be able to explain these CLS, identify CLS risks in projects, and recognize good practice in integrating CLS to projects.

Ecocide as a New International Crime
For the first time in the Asia-Pacific region an expert panel will consider the proposed definition for the crime of ecocide.
The Independent Expert Panel for the Legal Definition of Ecocide, chaired by barrister and author Philippe Sands QC (UK) together with UN jurist and former prosecutor Dior Fall Sow (Senegal), was convened in late 2020 at a powerfully symbolic moment, 75 years after the terms “genocide” and “crimes against humanity” were first used at Nuremberg.
Commissioned by the Stop Ecocide Foundation, an expert drafting panel of 12 highly renowned international criminal and environmental lawyers from around the world has just concluded six months of deliberations. The result: a legal definition of “ecocide” as a potential 5th international crime, to sit alongside genocide, crimes against humanity, war crimes and the crime of aggression.
The proposed definition of Ecocide is available on the newly launched Ecocide Law website, an academic and legal resource hub co-managed by the Stop Ecocide Foundation and the Promise Institute for Human Rights at UCLA School of Law.
Financial Management during Project Processing and Implementation (Virtual Training)
Understanding ADB’s financial management policies and requirements is essential to performing financial due diligence and providing financial management oversight. The course on Financial Management – Financial Due Diligence, Financial Reporting and Auditing – provides foundational knowledge on financial management (FM) in ADB and focuses on the core elements of financial due diligence, financial reporting and auditing. Upon successful completion of the course, ADB staff will gain the basic FM awareness and competence to perform financial due diligence and contribute to FM oversight during project processing and implementation and lead ADB projects.
This course is part of the blended FM program delivered in 2022.

Financial Management of ADB-Funded Projects
ADB Charter requires ADB to “take the necessary measures to ensure that the proceeds of any loan made, guaranteed or participated in by the Bank are used only for the purposes for which the loan was granted and with due attention to considerations of economy and efficiency”. These modules are aimed at enhancing clients’ capacity to produce high-quality financial statements for its projects to enhance the transparency, accountability, and financial reporting discipline of its borrowers.

It covers eliminating possible causes of fire and responding to fire incidents by using portable fire extinguishers. Also includes preparedness by formulating a home evacuation plan.
